ANWAR SEBAGAI PENASIHAT EKONOMI


1. Saya ucap taniah kepada Kerajaan Negeri Selangor kerana berjaya menganugerahkan Dato Seri Anwar Ibrahim dengan jawatan penasihat ekonomi dengan bayaran hanya RM1 setahun.

2. Mungkin kepimpinan Kerajaan Selangor tidak tahu akan prestasi Dato Seri Anwar sebagai Menteri Kewangan Kerajaan Pusat diwaktu krisis kewangan melanda Malaysia.

3. Dia begitu taksub dengan Dana Kewangan Antarabangsa (IMF - International Monetary Fund) dan Bank Dunia sehingga menerima bulat-bulat nasihat Michel Camdessus (pengarah urusan IMF) dan James Wolfensohn (presiden Bank Dunia dan sahabat karibnya) supaya negara ini mengurangkan perbelanjaan Kerajaan untuk mencapai surplus, menaikkan faedah pinjaman bank dengan tinggi supaya peniaga kekeringan modal dan tidak dapat berniaga, memendekkan masa untuk membayar hutang bank daripada enam bulan kepada tiga bulan untuk menjadikan yang berhutang muflis dan bank dibeban dengan hutang tak berbayar (non-performing loans), supaya bank tidak dapat berfungsi dan memerlukan suntikan modal dan bermacam lagi tindakan yang melemahkan dan memburukkan lagi ekonomi negara ini supaya terpaksa mendapat bantuan IMF dan Bank Dunia dengan syarat ekonomi Malaysia diserahkan kepada institusi-institusi ini.

4. Jika pentadbiran ekonomi Malaysia diserahkan kepada IMF maka Dasar Ekonomi Baru akan dihapuskan.

5. Tindakan Anwar ini dikenali dalam akhbar-akhbar sebagai pengamalan dasar IMF tanpa IMF - iaitu tanpa apa-apa bantuan kewangan daripada IMF.

6. Dengan dasar yang diperkenal oleh Dato Seri Anwar maka keadaan ekonomi menjadi lebih buruk dan Ringgit Malaysia jatuh lagi nilainya.

7. Jelas sekali Anwar tidak faham sama sekali pengurusan kewangan dan ekonomi negara.

8. Kuasanya keatas kewangan dan ekonomi terpaksa dipindah kepada Majlis Tindakan Ekonomi Negara (MTEN), sebuah jawatankuasa dan think tank yang ditubuh untuk menangani masalah kesusutan nilai Ringgit dan ekonomi negara.

9. MTEN-lah yang mencipta currency control atau kawalan matawang dan menyekat CLOB (Central Limit Order Book - pasaran saham haram yang ditubuhkan di Singapura) supaya segala perniagaan Ringgit oleh penyangak matawang dan penjualan saham Malaysia dalam CLOB ditamatkan.

10. Tindakan MTEN ini berjaya memulihkan ekonomi dan kewangan negara.

11. Mungkin sikap Gabenor Bank Negara dan Timbalan Gabenor yang cuba mengagalkan currency control tidak ada kena mengena dengan Dato Seri Anwar. Tetapi hakikatnya ialah kedua-dua pegawai ini terletak dibawah bidangkuasa Menteri Kewangan.

12. Saya berdoa Kerajaan Selangor tidak akan dipermainkan oleh Penasihat Ekonominya.

As far as I am concerned, MGR is a great spinner of facts, using half truths, conveniently leaving out inconvenient facts, to mislead people. Unfortunately I may still be tied to certain prohibitions from revealing details of certain events which took place from around 1997 up to 2003 or so. Suffice to say that, today, whenever he says something is 'black' then I immediately conclude, in my mind, that its 'white' and vice versa, unless I find out otherwise from a reliable source. Others can think what they like.

As the master spinner that he is, MGR conveniently did not mention the fact that during Anwar's tenure as Finance Minister from 1991, the GDP grew by about 9% a year, for 7 consecutive years. No other Finance Minister has ever achieved that since.

In 1993, shortly after becoming Finance Minister, Euromoney named him as One of the Top Four Finance Ministers.

In 1996, Asiamoney named him "Finance Minister of the Year".

In this present case, he kept attacking Anwar about the 1997-98 financial crisis, from his view point, which got echoed many times by many many pungguk (yg dok anggok sokmo). For those who can tolerate alternative views, I reproduce below a converse view from somewhere on the internet:-

"In the midst of Asian Financial Crises of 1997, Anwar was hailed for guiding Malaysia through this period of instability. He backed free market principles and called for “creative destruction”, highlighting the need to reconsider the proximity of business and politics in Malaysia. He advocated for greater accountability and refused to offer government bail-outs to companies facing bankruptcy. He also instituted widespread spending cuts ............... These prescriptions saved the Malaysian economy and earned Anwar many accolades, including the title “Asian of the Year” by Newsweek International in 1998."

Does it not count that even the Great Che Det, the self-proclaimed "saviour of the Malaysian economy" has never earned such accolades? Nor has any other Finance Minister in all the history of Malaya/sia. How many bosses can avoid feeling a bit envious when their subordinates get all the recognition and they get none?

Lately MGR said appointing Anwar as economic adviser is only worth RM1. The reason being the later's support of the IMF prescription to overcome the great Asian Economic Crisis. According to MGR it was his ideas that saved Malaysia, he conveniently forgot that all Asian nations recovered and only Malaysia adopted MGR's ideas. The nations that adopted IMF's views are now much better off than Malaysia, eg S Korea. This is another eg of convoluted thinking.

I wanted to check with you on this thread but lost it until a few minutes ago.

You seem to have forgotten that DSAI became Finance Minister at the time when the Malaysian economy was booming having just recovered from the financial crisis of the early 80's. After Tengku Razaleigh it was Tun Daim who was the Finance Minister between 1984 to 1991 and he put in a great deal of effort expanding on the foundations laid down by TRH, not DSAI. DSAI became Finance Minister only in 1993/94 or 1991 if you like and within a week he was declared the best or second best Finance Minister in the Commonwealth after Manmohan Singh of India. That is a bit far fetched don't you think? So your averments about his prowess as a Finance Minister is wanting if not inaccurate and requires re-examination with all due respects and I am not even disputing the fact that he may have been as he was acclaimed a good financial person who was forced to quit following the great Asian Financial Tsunami that hit us in 1997 ( also during his tenure).

What could DSAI have done in 1995/96 to allay the impact of the financial crisis that hit us in 1997? Many laymen could see it coming but the Finance Minister then could not and if he could, did nothing about it or didn't do enough? Let us not romanticise the man and spin a yarn to promote him. Don't twist and turn facts and then swear it as the truth.

Why move into Selangor now? It does look fishy when Selangor is already the best developed state in the country and became so as a result of hard work and efforts put in by the BN government of which he was a part until 1998. Is this an attempt to capture the flipping elusive prawns hidden behind the rocks? The plain truth is that the Selangor State Government is shaky?

Dato Seri Anwar Ibrahim has appointed a MCOB, Mohd Rafizi Ramli of Class of 1994, as his assistant in this new role.

I think he got the right Assistant: Rafizi's C'94 very active in mentoring the boys in our alma mater. He can write/speak very well,and committed too. We sure wish him all the best.
